Vs inferior players, sure. However, if you are playing someone bad enough to lose to an allin, it is more beneficial to drag the game out and take the macro advantage. You typically only want to all-in vs a player who is better than you.
This is why in BW, you always saw Foreigners do all-ins vs Koreans in WCG. While Koreans did safe builds and tried to drag the game out.

nah bro, my story has been consistent. All-ins are terrible unless your opponent is better than you. Otherwise the risk outweighs the reward.
