I can understand his reasoning somewhat as it probably takes a fair amount of work to add a new game and they want to make sure people will actually play it.

If voobly falls through, IPX is still an option if you setup a server for it. With DosBox you can create an IPX server. There is also IPXWrapper, but I think it's just for local lan play.

How would this be implemented would someone need to make a client or something for this?

There are a few blogs online that detail how this would be done with other games, the process would be no different for War2. See here: http://www.maximumpc.com/article/howtos/howto_run_all_your_old_games_using_dosbox_progress It's pretty straight forward. It teaches you how to create the IXP Server and then tells you what other players have to type to connect to the server. So basically to make it viable, you would have to create a client that does all these steps automatically and wraps it into a nice chat client. IRC comes to mind for a chat service as there are a ton of clients for it that are highly modifyable.

IPXWrapper is for more simplistic in that each player is their own server. But its another excellent candidate for building an IPX service around. You cannot get any simpler than IPXWrapper when it comes to creating a usable IPX network for war2.

idk i remember playing warcraft1 via IPX and the latency was pretty large with spain and US, regardless of pkspeed set.
Worked perfectly within the same country
