11 vs s9

Lets say I draw 11, and my oppenent moves to S9, I seem to be the only one that loses from these spots. What am I doing wrong? My last game I peon scouted 9, decided to dual and setup a hall/walled up the top part. Here comes a Peon from s9 walking right in it. At this point should I cancel my Hall or should I try to defend the gay/ots that are coming? I canceled, and he then walked in on 11 and raxed me, all my gold was cut off.I setup 2 guard towers to kill the rax but he canceled and put a farm where my peons pop out. I eventually kill the gay and get my gold flowing again. I decided to plug up and power to lust. I didn't get very far, he hit me with grunts and cat

Cancel the hall, always. Send your peon down to the 30k, and wall him in or rax him. You gotta watch his peon so he can't put more than a barracks in your line. Just chop around the barracks, and try to use 1 guard tower to kill it. If you wall the enemy in at s9, he wont be able to get peons there fast enough to tower you, so you're free to rush, or to get a cat started if you're going to power.
