milling

Milling on high resources basically means not rushing. On high resources you don't have to go mill first in order to 'mill'. Get a rax and smith going first and then the mill (you probably knew this already). When to you use it would be when you're doing a 1 hall power to ogres, or cookbooking to lust.

On low and medium resources however, milling is completely different. At the time you build your first 450 wood building, you can only afford one of the rax, smith or mill. On low resources milling will put you ahead if a rusher can't hurt you. Same with medium resources. If you can mill on someone and they can't hurt you with grunts too much then you will be ahead. Milling works well on low if you know you can get away with it.
